I’m a career public servant who has dedicated his life to serving this country and our county. As the first African American Command Sergeant Major of the Army National Guard, and the first African American elected to the Prince William County Board of Supervisors, I know how to break down barriers. I’m running for re-election because I want to continue to tear down barriers to prosperity and progress for our community, and to be a voice on our Board that isn’t afraid to ask the hard questions that we can’t afford to hide from.

Supervisor Victor Angry Priorities for the Election on June 20th in the Neabsco District Prince William County

Prince William County is one of the most diverse counties in our entire Commonwealth. Unfortunately, not every resident in our county experiences it in the same way. Housing is often the most stark indicator of disparity in a community, a fact that is especially true in Prince William County as we continue to see middle class housing options disappear at an alarming rate. In order to erase those disparities, Victor will:
1.) Push back against developments and policies that would lead to a concentration of affordable housing stock in particular parts of the County, ensuring that we are not disproportionately inflating housing prices in some areas while overwhelming infrastructure and services in others.
2.)Address our County’s “missing middle” by working with developers to incentivize development of a full spectrum of housing stock, not just high end single detached homes and luxury townhouses.
3.) Seek opportunities to co-locate affordable and workforce housing on existing county property in order to enable developers and nonprofits to buy down land costs and create more cost effective housing options, with a specific focus on housing for our public sector workers so that our county employees and first responders and afford to live in the communities that they serve.
4.) Be a champion for the preservation of affordable housing zoning for current mobile home parks so that our most vulnerable neighbors no longer have to live with the specter of displacement hanging over their heads.

Trails, parks and green spaces are central to the identity of Neabsco District. As our county continues to experience a period of unprecedented growth it's more important than ever that we firmly establish greenspace, and fully connect existing trail networks. Additionally, we must ensure that we are utilizing every policy tool at our disposal to protect our environment and ecological treasures. To meet both of these challenges, Victor will:
1.) Champion policies that will both empower the County’s stormwater management infrastructure to combat the impacts of infill-development and the increase of impermeable surfaces in our County, and work to hold those responsible for stormwater management in privately managed communities to account for the impacts on our stormwater management systems.
2.) Fight to make meaningful and cost-effective impacts on climate change and access to green spaces by pushing for the outfitting of multi-decades old public buildings in our County with 21st Century energy efficient technology, and similarly upgrade our multi-decades old recreation amenities with ADA compliant infrastructure so that they are fully accessible to all residents.
3.)Hold developers to account whenever a new project is proposed in close proximity to a nearby trail that is either unconnected or in need of maintenance in order to leverage new development to improve amenities not just for new residents, but those who already call the adjacent community home.
4.) Push for the establishment of a new Sustainability Office in Prince William County so that we can ensure that all new developments are meeting strict sustainability standards, but also facilitates the County’s trajectory towards carbon-neutrality by ensuring that we are integrating solar, LED, and other green technologies into our public assets at the pace of climate change.

The COVID-19 pandemic not only put a spotlight on the vulnerability of our county’s small businesses, it drastically exacerbated those vulnerabilities. Our County can’t build large business without first providing the infrastructure and investment needed to foster small business. To accomplish that goal, and keep our economy on track, Victor will:
1.) Pursue policies that direct our Economic Development Authority to initiate programs that focus specifically on supporting small businesses, especially those owned by minorities, women and veterans.
2.) Work with his colleagues on the Board to make bold investments in workforce development models that have proven successful in neighboring jurisdictions such as the Workforce Innovation Skills Hub in Fairfax County so that we can connect our residents into the skilled trades and emerging technology sectors.
3.) Work with our school system to codify pipelines from our schools into growing employment sectors in our region such as data center sciences so that high school graduates who don’t choose to go to university have a career options that will empower them to continue to live in the same community where they grew up.

Prince William County is a County defined by its relationship with our Armed Forces. As a home to those that serve, both active duty and retired, and as an economic partner to Fort Belvoir–our region’s largest employer–we cannot afford to neglect the impact that our military community has on our county. As a 23 year veteran of the United States Army Victor understands how to foster those relationships, and will ensure we never take them for granted by:
1.) Continuing to invest in and support the County’s Veterans Commission, established under Victor’s leadership.
2.) Work with the County’s Office of Public Affairs and relevant human services agencies to ensure that our military personnel and veterans are connected to the support services that already exist in the county.
3.) Fighting to increase funding for transportation services specifically for veteran populations that need assistance in accessing services.

Data Centers are an economic opportunity that we cannot afford to ignore. In Prince William County approximately 64% of our revenues are derived from our residential tax base. We must diversify our tax base, and data centers have an important role to play in that diversification. In order to ensure that we responsibly develop and take advantage of data center markets Victor will:
1.) Ensure that the necessary community engagement, buffering and environmental protections are undertaken so that data center development is viewed by all as a boon to our community, not a division.
2.) Advocate for the creation of a revenue plan that would create a roadmap for utilizing commercial taxes from data center development in order to move towards a goal of eliminating property taxes in Prince William County.

As Chair of Potomac and Rappahannock Transportation Commission, Victor is on the front lines of fighting for transportation infrastructure and equity in our region. By recognizing that transportation is the lynchpin of economic development in our County, Victor will fight to spur progress on transportation accessibility by:
1.) Recognizing that the journey to bring Metro to Prince William County begins by imitating the benefits of Metro to prove-out demand, and the best way to do that is to invest in policies that treat bus rapid transit as an extension of Metro.
2.) Advocate for the increased adoption of dedicate bus lines designated for peak hours so that we are moving people as efficiently and economically as possible.
3.) Continuing to be our Boards leading voice for reducing speeding, and increasing pedestrian and bicycle safety.
4.) Work with his colleagues on the Board to increase transportation access to Bull Run Park, including the installation of a sorely needed dedicated bus stop at the park.

As a first responder, nobody on our Board of Supervisors has a more direct lens into the challenges that our public safety professionals face in Prince William County. Victor will put that experience and unique viewpoint to work in order to ensure that we attract, retain, and support top talent to our police, fire and emergency service workers by:
1.) Advocating for budget measures that will enable our Board of Supervisors to provide the necessary salary supplements and incentives so that we are competitively not just regionally, but nationally.
2.) Increase police staffing to a level at which our Department can maintain a dedicated traffic enforcement squad.
3.) Embrace and utilize our combination staffing system in our Fire Department so that we can make every dollar we invest in our firefighter and paramedic infrastructure go twice as far.
4,) Advance legislation that will expand co-responder capabilities in Prince William County so that we are enabling our police force to focus on serious crime, and sending mental and behavioral health professionals to respond to residents in crisis.

It’s not a cliche to say that our students and young people are our community's greatest resource. Victor believes that we should not only be investing in our young people, but engaging them to help solve some of the most persistent challenges in both our schools and community. In order to empower our students and support them in reaching that goal, Victor will:
1.) Fully fund our schools on a year over year basis.
2.) Work with local employers to create academic programing that is directly tied to employment opportunities for our high school graduates.
3.) Work with our school Board to increase resiliency and safety infrastructure at school facilities.
4.) Encourage our School Board to expand de-escalation training for staff and School Resource Offices so that law enforcement never needs to take place in a learning environment.
